Devastating Floods and Systemic Nepotism

Unfortunately again we are witnessing the devastating floods wrecking the infrastructure and claiming the precious lives of the Commoners! A number of factors could be attributed for it (religious, social, economic, etc) and those all may have played major/minor role in it. But IMHO the core reason of all this is Nepotism which translates into sheer incompetence.
A person who is conferred a position without any effort and has no fear of accountability would never even try to work, meeting the expectations is a far cry. Moreover, such a person would be loyal to his appointer and wouldn't have courage to resist malign orders. We have a number of Civilian organizations for disaster managements and development planning but their high-ups don't do anything except enjoying the perks from public exchequer. They don't have the vision to thwart these mishaps or at-least minimize the level of destruction. And in the end even the democratic institutions look towards the Army - some thinks of this institution as curse while others ... well, just ask a victim! Its not just Pakistan which faces floods, many western countries experience floods, hurricanes, etc. But there is a hell of difference between their damage and that of ours especially in terms of lives lost.

And its not the infrastructure which rescue them from these disasters but its Meritocracy! A person appointed on merit would definitely have competence, professional excellence, knowledge and vision which would enable him to plan beforehand. He would feel more responsible and accountable. (BTW to me meritocracy is more valid and obvious reason of western supremacy than some conspiracy theory)

Lack of meritocracy also accounts for the Brain Drain which ultimately shifts the salt of earth to developed economies hence giving them another advantage. Its not totally true that these people are less patriot but what is more true is that these people didn't get their fair share so go to places where they have much more respect and level playing field. Nepotism might save one family but definitely destroys hundreds even thousands of other. Every National Enterprise/Institution is suffering from this malaise and its systemic. I believe if just competent persons are appointed in every national enterprise, everything would become excellent but having the thorough understanding of prevailing system I also know it very well that its not gonna happen very soon!
(but I wish I could be wrong on this count)
